IF THERE WAS SOMETHING TO OFFSET THIS LOWER MOTOR TAXES OR LOWER THE OVERALL TAX BURDEN IT COULD BE EFFECTIVE. CONCEPTUALLY THE IDEA OF A CONGESTION TAX IS YOU SORT OF THERE IS A COST TO CONGESTION. AND THAT CREATES AN EXTERNALLALITY AND THE IDEA IS THAT YOU SET THAT OFF BY ADDING PRICE TO IT. AND THAT CAN BE EFFECTIVE IF YOUR GOAL IS TO REDUCE CONGESTION. WHAT WE SHOULD BE DOING IS FINDING WAYS TO BRING DOWN THE TAX BURDEN ELSEWHERE SO IT’S LESS EXPENSIVE FOR PEOPLE TO WORK AND DRIVE IN THE CITY OF CHICAGO AND TARGET CONGESTION YOU CAN DO IT IN A REVENUE NEUTRAL WAY.>>THERE ARE DIFFERENT WAYS TO SKIN THIS CAT. WHAT IS THE OPTIMAL METHOD OF DOING A CONGESTION TAX IN CHICAGO?>>RIGHT NOW MAYOR LIGHTFOOT IS TRYING TO PUT TOGETHER A BUDGET AND TRYING TO MAKE THE CITY AND OUR METROPOLITAN REGION MORE ATTRACTIVE. ONE OF THE THINGS WE HAVE ON OUR PLUS COLUMN IS AN AMAZING TRANSIT SYSTEM. BUT WE HAVE BEEN NEGLECTING IT. IS IT HEALTHY TO RELY ON SOMETHING LIKE THIS FOR MUCH-NEEDED REVENUE?>>IT’S CERTAINLY NOT GOING TO CLOSE THAT GAP. BUT IT COULD BE ONE OF THE TOOLS TO USE OF NEW REVENUE TO GET MORE OR LESS OF SOMETHING. WHAT DO WE WANT LESS OF? WE WANT FEWER SOLO DRIVERS. LET’S USE OUR PRICING MECHANISM TO SAY YOU KNOW IF YOU LIVE CLOSE IN TO DOWNTOWN, AND THERE’S MULTIPLE TRANSPORTATION OPTIONS ON THE TRANSIT SIDE BUT YOU CHOOSE TO DRIVE ALONE OR TO TALK A RIDESHARE ON YOUR OWN IT SHOULD COST YOU MORE. SHOULD BE GOING ONLY TO TRANSPORTATION TO USE REVENUES LIKE THIS TO CLOSE OPERATING DEFICITS IS A BAD POLICY. YOU KNOW, AND THAT WOULD BE SOMETHING THAT WOULD WE COULD NOT SUPPORT THIS COVERING AN OPERATING DEFICIT. AND WE LIKE TO SEE FRANKLY SOME CHANGES IN THE WAY WE DO INFRASTRUCTURE POLICY TO MAKE THE PLANNING OF INFRASTRUCTURE MORE EFFECTIVE AS WELL AS YOU KNOW, THE COST OF THE PROJECTS MORE EFFICIENT THINGS LIKE PREVAILING WAGE REFORM AND THINGS THAT COULD MAKE THE BIDDING AROUND THE PROJECTS MORE EFFICIENT. WE HAVE TO REMEMBER NOT ONLY DID WE PASS A $45 BILLION INFRASTRUCTURE PACKAGE AT THE STATE LEVEL THAT CAME WITH ALL THE TAX AND FEE INCREASES ON DRIVERS, BUT DRIVERS RIGHTFULLY ARE WARY THAT STATE AND LOCAL OFFICIAL ALSO USE THE TRANSPORTATION FUNDS BECAUSE OF THE HISTORY OF RAIDING THOSE FUNDS AND THE TOLLWAY THAT HAD BEEN MISMANAGED.>>MARYSUE BARRETT YOU TALKED ABOUT THE CITY’S PUBLIC TRANSIT SYSTEM IT IS A CAR-CENTRIC CITY PEOPLE RELY ON THEIR CAR BECAUSE THERE ARE NOT EFFECTIVE TRANSIT OPTIONS TO DO IT IN A TIMELY MANNER. SO WHAT IS YOUR MESSAGE TO THOSE FOLKS?>>WE ARE BOTH OF THOSE THINGS. THERE’S TWO-THIRDS OF WORKERS DOWNTOWN THAT TAKE TRANSIT EVERYDAY. ALSO INCREASING THE TAX ON HOTEL ROOMS TO 7.5%. ADDING A TAX SURCHARGE ON CHICAGO RESIDENTS AND COMMUTERS WHO HAVE HOUSEHOLD INCOMES OVER $100,000. ALSO A TAX ON FINANCIAL TRANSACTIONS. AT CHICAGO’S FINANCIAL EXCHANGES AND LAST BUT NOT LEAST, REINSTATING CHICAGO’S CORPORATE HEAD TAX THAT IS A TAX THAT MAYOR RAHM EMANUEL ELIMINATED IN 2012. THE CHAMBER OF COMMERCE DIRECTOR SAYS SINCE THEN CORPORATIONS HAVE RELOCATED TO AND EXPANDED IN THE CITY.>>WHO CREATES JOBS? BASES CREATE JOBS. AND IN TODAY’S ECONOMY BUSINESSES ARE MORE MOBILE THAN EVER AND THEY HAVE MORE CHOICES THAN EVER WHERE THEY WANT TO RELOCATE OR LOCATE. WE DON’T WANT TO BE A CITY THAT IS THROWING UP BARRIERS TO COMPANIES HIRING PEOPLE. CHICAGO WILL DEBATE MOVING TO A $15 MINIMUM WAGE AHEAD OF THE SCHEDULE.>>PROPERTY TAX INCREASES UP 25-40%. HIGHER MINIMUM WAGE. SCHEDULING. PAID SICK LEAVE. ALL THESE THINGS HIT THE BUSINESS COMMUNITY AT A TIME WHEN WE NEED BUSINESSES TO BE CREATING JOBS IN ALL PARTS OF THE CITY. TO ADD MORE OF A BURDEN TO THE BUSINESS COMMUNITY AT A TIME WHEN THEY CAN LOCATE ANYWHERE THEY HAVE CHOICES TO GO ANYWHERE, I THINK THAT IS THE WRONG WAY TO GO.>>THE REALITY IS WE NEED REVENUE. THE CITY OF CHICAGO CAN IMPOSE THIS AND THE CORPORATIONS CAN AFFORD IT. THEY ARE ALWAYS GOING TO SAY OH, THIS HURTS US. THE REALITY IS THAT THE RESEARCH SHOWS THAT THAT IS THE GAME THE CORPORATIONS PLAY. WHAT IS A NEAR EARTH ASTEROID?>>IT IS A FUNNY TERM NEAR EARTH MEANS THEY APPROACH THE EARTH WITHIN A THIRD THE DISTANCE FROM THE EARTH TO THE SUN. THEY MIGHT NOT CROSS THE EARTH’S PATH TO BE CALLED A NEAR EARTH ASTEROID.>>DO THOSE POSE ANY DANGER AT ALL? THOSE ASTEROIDS THAT NASA WANTS TO DEFLECT?>>THERE ARE A SUBSET THAT THEY CAN POTENTIALLY HASSOUS. THOSE ARE AS TROITDS THAT ARE BIGGER 140 METERS, 500 FEET IN SIZE THAT EXIT THE EARTH’S ORBIT.>>AND THE DETECTION CAPACITY OF ALL THE COUNTRIES INVOLVED IN THIS COULD STAND TO GET SOME IMPROVEMENT. EXPLAIN THAT.>>ABSOLUTELY. SO RIGHT NOW, THE VAST MAJORITY OF OUR DETECTION EFFORTS ARE GROUND BASED AND THAT MEANS WE HAVE TO LOOK THROUGH THE ATMOSPHERE AND WE ARE SUBJECT TO THE SKY. SO WHEN THE SUN IS UP, IT’S DAYTIME WE CAN’T LOOK THROUGH THAT AND CLOSE TO THE SUN. NOW, NASA HAS PLANS AND HOPES FOR THE SPACE-BASED INFRARED SURVEY TELESCOPE BUT IT HAS NOT BEEN FUNDED YET.>>AND YOU SAID THAT WE’RE IN THE CLEAR FOR THE NEXT THOUSAND YEARS IN TERMS OF THE BIG ASTEROIDS THAT COULD WIPE OUT CIVILIZATION BUT IT DOESN’T MEAN SMALLER ASTEROIDS THAT COULD COME INTO CONTACT.>>THE EARTH IS HIT ALL THE TIME BY SMALL ASTEROIDS AND A DOZEN MAYBE A FEW DOZEN TIMES A YEAR WE ARE HIT BY OBJECTS THAT ARE THE SIZE OF A KARMASSING 10 TO 20 TONS EXPLODING IN THE ATMOSPHERE BREAKING UP.>>AND IT HAPPENED IN RUSSIA.>>THAT’S RIGHT. THAT WAS A BIG ONE. THE BIGGEST ONE IN OVER 100 YEARS, 2013. AN ASTEROID ABOUT 55 FEET WIDE CAME INTO THE SKIES OVER THE CITY IN RUSSIA A CITY OF A MILLION PEOPLE. AND IT CAME IN AT A SHALLOW ANGLE WHICH ALLOWED IT TO BREAK UP AND BURN UP. THE BIGGEST PIECE WAS HALF THE SIZE OF THIS TABLE.>>BUT THERE WERE IMPACT FELT DOWN THERE. EXPLAIN WHY?>>ABSOLUTELY. WHAT HAPPENED IS THE SHOCKWAVE OF HAD PASSING THROUGH THE ATMOSPHERE MANY TIMES THE SPEED OF SOUND THAT SONIC BOOM SHATTERED WINDOWS.
