WHEN I CAME INTO THIS CONGRESS, ELECTED IN 2002 AND SWORN IN HERE IN JANUARY OF 2003, AND I CAME DOWN HERE AND SAID TO THE CHAIRMAN OF THE BUDGET COMMITTEE, WHERE’S OUR BALANCED BUDGET, HE SAID TO ME WE CAN’T BALANCE THE BUDGET, IT’S NOT POSSIBLE TO BALANCE THE BUDGET AND YOU’LL NOT HAVE A BALANCED BUDGET TO VOTE ON. I WENT BACK TO MY OFFICE, MR.
