WATCH LIVE: CBC Vancouver News at 6 for Oct. 8 — $20,000 Typo, Klein Trial, Federal Election

>>Anita: TONIGHT ON CBC VANCOUVER NEWS …>>I WAS SPEECHLESS. ABSOLUTELY SPEECHLESS.>>Mike: HOW A $20,000 TYPO SPARKED A LEGAL BATTLE OVER A NEW WESTMINSTER CONDO.>>Anita: ALSO, AN ACCUSED MURDERER WAS ASSESSED AND RELEASED FROM HOSPITAL JUST DAYS BEFORE A TEEN WAS STABBED TO DEATH AT HER ABBOTSFORD SCHOOL. AND …>>RAIN AS FAST AS I COULD TO THE POST, AND THE CAR JUST SMASHED TO THE POST.>>Mike: A BIZARRE CRASH IN DOWNTOWN VANCOUVER SENDS FOUR PEOPLE TO HOSPITAL. [♪♪♪]>>Announcer: THIS IS CBC VANCOUVER NEWS.>>Anita: GOOD EVENING. IF YOU OR ANYONE YOU KNOW IS INVOLVED IN A PROPERTY TRANSACTION, A CAUTIONARY TALE TONIGHT ABOUT A $20,000 TYPO. >>Mike: A SEMIRETIRED COUPLE IS BEING SUED BY THEIR OWN NOTARY AFTER HE MADE A MISTAKE WHEN HE HANDLED THE SALE OF THEIR NEW WESTMINSTER CONDO. >>Anita: AS THE CBC’S ERIC RANKIN REPORTS, THEY ARE NOW FIGHTING BACK. >>MY GOD. JUST WHEN WE THOUGHT, YOU KNOW, THIS WAS A NEW START, NOW WE HAVE GOT TO DEAL WITH THIS. >>Reporter: INSTEAD OF A PEACEFUL SEMIRETIREMENT, 65-YEAR-OLD COLEEN KENDAL SITS SURROUNDED BY LEGAL PAPERS, EMBROILED IN A BITTER COURT BATTLED OVER AN ALLEGED $20,000 TYPO. SHE IS FIGHTING THE MAN WHO SHE HIRED TO HELP ENSURE A SMOOTH SALE OF HER FORMER HOME, A NINTH-FLOOR CONDO IN THIS NEW WESTMINSTER TOWER. CHRIS DUPY HANDLE THE CONVENIENCE. BUT HE SAYS THAT HE GAVE THEM $20,000 TOO MUCH FOR THE CONDO WHEN IT WAS SOLD TO A BUYER IN THE MAY. HE IS SUING THEM FOR THE RETURN OF THE MONEY. >>ABSOLUTELY SPEECHLESS. AND DISGUSTED.>>Reporter: IN A CIVIL CLAIM FILED IN BC SUPREME COURT, DUPUIS ADMITS HE MADE A MISTAKE IN THE FINAL PRICE OF THE CONDO, A TYPOGRAPHICAL ERROR THAT SHOWS THE BUYER HAD PAID $664,000 WHEN THE ACTUAL PRICE WAS 644,000, 20,000 LESS. BUT DUPUIS SAYS HE TRANSFERRED THE MONEY TO THE KENDALS BEFORE HE REALIZED HIS MISTAKE AND WHEN HE ASKED FOR THE MONEY BACK. THE KENDALS REFUSED OR NEGLECTED TO PAY HIM. >>IT IS A CAUTIONARY TALE.>>Reporter: WHAT REALLY IRKS HER IS THAT DUPUIS IS ALSO ASKING THE COURTS FOR A BENEFICIAL INTEREST IN HER NEW CAMPBELL RIVER HOME. HE CLAIMS COLLEEN AND HER HUSBAND USED ALL OR A PORTION OF THE ALLEGED OVERPAYMENT TO BUY THE PROPERTY. SO THE KENDALS ARE FIGHTING BACK, FILING A COUNTERCLAIM AGAINST DUPUIS, ALLEGING THEY WERE PROVIDED WITH ONLY A MINIMAL EXPLANATION OF DUPUIS’S ALLEGED ERROR AND WERE CONCERNED ABOUT SIMPLY PAYING $20,000 TO HIM WITHOUT ANY QUESTIONS ASKED. THEY ARE NOW SUING HIM FOR NEGLIGENCE AND BREACH OF CONTRACT. BUT COLLEEN ISN’T HAPPY IT’S COME TO THIS. >>THE STRESS LEVEL IS EXTREMELY HIGH. YOU KNOW, COSTLY — LEGAL COSTS ARE MOUNTING UP. WITH THE THREAT OF GOING TO COURT AND TRIAL, WHICH IS NOT WHAT WE WANT.>>Reporter: FOR HIS PART, DUPUIS SEEMS TO SHARE THE SAME CONCERNS STATING IN AN E-MAIL TO THE CBC “IT REMAINS MY HOPE THAT THE COURT PROCEEDINGS WILL NOT BE NECESSARY AND THAT WE CAN DEAL WITH THIS MATTER AS REASONABLE PEOPLE.” THE ALLEGATIONS AND COUNTERALLEGATIONS HAVEN’T BEEN PROVEN IN COURT. A TRIAL DATE OVER THE ALLEGED $20,000 TYPO HAS YET TO BE SET. ERIC RANKIN, CBC NEWS.>>Mike: THE MAN ON TRIAL FOR THE STABBING DEATH OF AN ABBOTSFORD TEENAGER THREE YEARS AGO WAS ASSESSED AND RELEASED FROM HOSPITAL TWO DAYS BEFORE THE KILLING. >>Anita: LIEN YEUNG HAS BEEN IN COURT THROUGHOUT THE DAY HEARING TESTIMONY FROM PEOPLE WHO SAW GABRIEL KLEIN IN THE DAYS LEADING UP TO THE CRIME. >>Reporter: NOVEMBER 1ST, 2016, WAS SUPPOSED TO BE A NORMAL DAY AT ABBOTSFORD SENIOR SECONDARY, BUT IT ENDED IN TRAGEDY. [ Sirens ]>>Reporter: 13-YEAR-OLD LA TEESHA REIMER STABBED 14 TIMES BY KLEIN. THE COMMUNITY HAS BEEN STRUGGLING FOR ANSWERS EVER SINCE. COURT HEARD FROM AN ABBOTSFORD HOSPITAL SECURITY WORKER WHO SAYS KLEIN WAS IN THE E.R. IN THE TWO DAYS BEFORE THE STABBING. SHE SAYS SHE IMMEDIATELY NOTICED THE 23-YEAR-OLD. HE WAS HUNCHED OVER A BIG BACKPACK AND DIDN’T INITIALLY RESPOND. THEN SAID HE HAD STOMACH PAINS AND WANTED TO GET BACK TO ALBERTA TO SEE HIS MOTHER. A TRIAGE NURSE THEN LOOKED AT HIM AND TODAY ON THE STAND SHE TOLD THE COURT HE SEEMED CALM AND NOT SUICIDAL. DEFENCE TODAY REPEATEDLY QUESTIONED THE HOSPITAL’S DECISION TO RELEASE KLEIN CONSIDERING HIS ACTIONS TWO DAYS LATER. AFTER THE HOSPITAL, HE ENDED UP AT A HOMELESS SHELTER AND INTAKE WORKERS TODAY TESTIFIED TODAY SAYING THAT KLEIN HAD TOLD HER THAT HE HAD BEEN ROBBED AT KNIFE POINT THE DAY BEFORE AND HAD LOST ALL OF HIS MONEY. HE WAS DEPRESSED AND ANXIOUS. AGAIN HE ASKED TO E-MAIL AND CALL HIS MOTHER. HOMELESS SHELTER THEN PRINTED OFF DIRECTIONS TO ANOTHER SUPPORT CENTRE AND THE ABBOTSFORD LIBRARY. THE MORNING OF REIMER’S DEATH SHELTER STAFF SAID THEY TOLD KLEIN THAT HIS MOTHER LEFT A VOICE MAIL ASKING FOR HIM NOT TO CALL AND WOULD ONLY COMMUNICATE WITH HIM THROUGH E-MAIL. THAT APPARENTLY ANGERED HIM. HE SLAMMED BATHROOM DOORS, CHAIRS, HIS LOCKER AS HE PACKED UP TO GO. HE WOULD END UP GOING TO THE LIBRARY. IT WAS HIS SECOND TRIP THERE, EXCEPT THIS TIME HE CONTINUED ON TO THE HIGH SCHOOL WHERE HE WAS CAUGHT ON CAMERA STABBING REIMER. THE CROWN AND THE DEFENCE AGREED THAT HE WIELDED THE KNIFE THAT KILLED THE TEENAGER AND HURT HER FRIEND BUT DEFENCE IS ARGUING KLEIN SHOULD BE FOUND NOT CRIMINALLY RESPONSIBLE BY REASON OF MENTAL DISORDER. OUTSIDE THE COURTHOUSE, A TRIBUTE TO 13-YEAR-OLD REIMER, ROCKS LOVINGLY PAINTED PRESUMABLY BY CLASSMATES WITH #ABBYSTRONG2020. AND A SIGN ENCOURAGING THE PUBLIC TO TAKE ONE OR MAKE ONE AND JUST KEEP SPREADING THE LOVE. A REMINDER THAT THE TYPE OF PERSON REIMER WAS. CBC NEWS, NEW WESTMINSTER.>>Mike: A BIZARRE ROLLOVER CRASH IN DOWNTOWN VANCOUVER THIS MORNING HAS SENT FOUR PEOPLE TO HOSPITAL. FIRST RESPONDERS WERE CARING FOR TWO OF THE INJURED WHEN OUR CAMERAS ARRIVED AT THE SCENE. THE DRIVER OF A HONDA ACCORD WAS BACKING UP TRYING TO PARK WHEN THE CAR SUDDENLY JUMPED THE BIKE LANE, STRIKING THE PEDESTRIANS AS IT FLIPPED AND LANDING UPSIDE DOWN ON THE SIDEWALK IN FRONT OF A FEDERAL IMMIGRATION OFFICE. POLICE SAY TWO PEDESTRIANS AND THE DRIVER AND A PASSENGER IN THE CAR WERE TAKEN TO HOSPITAL. >>I WAS STANDING IN FRONT OF THE WINDOW THERE. AND — AND THE CAR — AND I HEARD THE VOLUME OF THE CAR COMING AT ME. AND I WAS STANDING RIGHT THERE. I RAN TO THE POST AS FAST AS I COULD AND I — THE CAR JUST STOPPED RIGHT THERE.>>Mike: POLICE SAY THE INJURIES ARE SERIOUS BUT NOT LIFE-THREATENING. HONBY STREET BETWEEN DAVIE AND HELMCKEN WAS CLOSED FOR HOURS BECAUSE OF THE INVESTIGATION IT’S NOT CLEAR HOW THE CRASH HAPPENED AND HOW FAST THE CAR WAS ACTUALLY BACKING UP. >>Anita: ONE PERSON IS DEAD AND THREE OTHERS HURT AFTER A FIRE GUTTED A WOODEN APARTMENT BUILDING IN THE COMOX VALLEY ON VANCOUVER ISLAND. IT’S SUSPECTED THE BLAZE STARTED FROM THE SECOND FLOOR BEFORE QUICKLY SPREADING TO ADJACENT UNITS. WHEN FIREFIGHTERS ARRIVED, THE INITIAL HOME WAS ALREADY FULLY ENGULFED. CREWS KNOCKED DOWN PARTS OF THE BUILDING TO GAIN ACCESS. BOTH THE COURTENAY AND OYSTER RIVER FIRE DEPARTMENTS HELPED TO PUT OUT THE FLAMES.>>FOUND AN INDIVIDUAL WHO WAS DECEASED IN THE CAR.>>Anita: PARAMEDICS TREATED AN ELDERLY MAN ON SCENE FOR POSSIBLE SMOKE INHALATION BEFORE TAKING HIM TO HOSPITAL. 11 PEOPLE WERE ABLE TO ESCAPE WITHOUT GETTING HURT. THE CAUSE OF THE FIRE IS YET TO BE DETERMINED.>>Mike: THE BC GOVERNMENT IS LOOKING TO REWRITE THE LAWS AROUND NEW TECHNOLOGY ON OUR ROADS. RIGHT NOW, DEVICES LIKE E-SCOOTERS, SEGUES, AND HOVER BOARDS ARE BANNED ON BC’S HIGHWAYS, ROADS, AND SIDEWALKS. THE REASON: THEY DON’T FALL UNDER THE LEGAL DEFINITION OF A VEHICLE OR CYCLE. THE PROPOSED CHANGES AIM TO SET OUT A STANDARDIZED SET OF RULES UNDER BC’S MOTOR VEHICLE ACT. >>IT’S A HUGE APPETITE FOR THEM. I KNOW THAT DIFFERENT COMMUNITIES WANT TO USE THEM IN DIFFERENT WAYS AND I THINK THIS WILL ALLOW US TO WORK OUT WHERE THEY CAN BE USED BEST FOR COMMUNITIES AND FOR PUBLIC SAFETY.>>Mike: UNDER NEW LEGISLATION, COMMUNITIES WOULD BE ABLE TO APPLY FOR THREE-YEAR PILOT PROGRAM. AFTER THAT, THE GOVERNMENT WILL LOOK AT WHAT WORKS AND WHAT DIDN’T AND THEN DECIDE THE BEST WAY TO ESTABLISH THE NEW REGULATIONS.>>Anita: OKAY, A BUSY NIGHT AHEAD FOR COUNCILLORS IN PORT MOODY TONIGHT. THEY ARE VOTING ON SEVERAL HOTLY DEBATED ISSUES PUT FORWARD BY THE MAYOR IN LAST YEAR’S ELECTION.>>Mike: BUT THEY WILL ALSO BE VOTING ON WHETHER TO ASK THE MAYOR TO TEMPORARILY STEP DOWN. OUR JUSTIN MCELROY IS LIVE TONIGHT IN PORT MOODY. JUSTIN, WHAT ARE PEOPLE EXPECTING TO HAPPEN THERE TONIGHT?>>Reporter: YEAH, WELL, EXPECT FIREWORKS, MIKE. ALREADY PEOPLE ARE HERE, EVEN THOUGH THE COUNCIL MEETING IS AN HOUR AWAY. THE BIG MOTIONS PUT FORWARD BY THE MAYOR ON WHAT HE CAMPAIGNED ON LAST YEAR IS TO LIMIT DENSITY AROUND THE MOODY CENTRE SKYTRAIN STATION AND PREVENT A FUTURE ROAD FROM GOING THROUGH THE PARK TO MEET UP WITH THE LANDS AND ANMORE AND BELCARRA. THAT’S NOT NECESSARILY CONTROVERSIAL BUT THE FACT THAT HE HAS BROUGHT THESE MOTIONS FORWARD LESS THAN A MONTH AFTER HE RETURNED FROM HIS LEAVE OF ABSENCE TO CONTEST SEXUAL ASSAULT CHARGES — THAT HAVE NOT BEEN EXONERATED YET — HAS CAUSED SOME WANTING HIM TO TAKE A LEAVE OF ABSENCE AGAIN WHILE THIS IS STILL GOING ON. WHETHER HE LISTENS IS STILL TO BE SEEN. >>Anita: JUSTIN, WHAT HAPPENS IF COUNCIL DOES VOTE TO FORCE THE MAYOR TO TAKE A LEAVE OF ABSENCE TONIGHT?>>Reporter: WELL, THAT IS THE QUESTION AND IF YOU TALK TO COUNCILLORS AND COUNT UP THE VOTES IN THE ROOM, THAT SEEMS LIKELY BUT THERE IS NOTHING IN BRITISH COLUMBIA LAW THAT CAN FORCE A MUNICIPAL OFFICIAL TO LEAVE OFFICE IF THEY DON’T WANT TO. SO IN THIS CASE, VIAGRAMOV HAS NOT SAID WHAT HE’LL DO IF THEY ASK HIM TO STEP DOWN AGAIN. SEEMS UNLIKELY GIVEN HIS DETERMINATION AND HIS BELIEF THAT THE BIGGEST ISSUES AND THE AMOUNT OF WORK THAT HE HAS TO TAKE FOR HIS LEGAL CASE HAVE BEEN SOLVED. BUT CERTAINLY THIS WILL GO ON FOR A LONG TIME TONIGHT AND REGARDLESS OF WHAT HAPPENS HERE, WHAT HE DOES IN THE FUTURE IS THE CENTRE OF A LOT OF DEBATE IN PORT MOODY IN THE DAYS AND WEEKS TO COME. >>Anita: LIVE FOR US TONIGHT IN PORT MOODY. THANKS, JUSTIN.>>Mike: STRIKING HOTEL WORKERS IN VANCOUVER GOT A SHOW OF SUPPORT FROM ANOTHER UNION TODAY. BC GOVERNMENT AND SERVICE EMPLOYEES UNION JOINED THEM ON THE PICKET LINE. >>THERE ARE 1,200 FRONT-LINE UNITE HERE MEMBERS ON THE PICKET LINES, BUT NOW THEY KNOW THERE ARE 80,000BCT E.U. MEMBERS WHO STAND SHOULDER TO SHOULDER WITH THEM. >>Mike: LEADERS ANNOUNCED THEY WILL BE PROVIDING $3 MILLION TO THE SUPPORT THE WORKERS’ STRIKE IN THE FORM OF AN INTEREST-FREE LOAN. STRIKING WORKERS INCLUDE CHEFS, FRONT DESK STAFF, AND OTHER EMPLOYEES. THEY ARE DEMANDING THE HOTELS ADDRESS ISSUES RELATED TO SAFETY, WORKLOAD, AND JOB SECURITY. [♪♪♪]>>Anita: WELL, IF YOU CAN BELIEVE IT, PARTS OF BC, SOUTHERN INTERIOR, AN EARLY TASTE OF WINTER AND, OF COURSE, THAT MEANT A WARNING TO ANYONE DRIVING IN THE REGION. ABOUT 10 CENTIMETRES OF SNOW FELL BETWEEN MERRITT AND KAMLOOPS OVERNIGHT WITH MORE EXPECTED HERE AND THERE TONIGHT AS A COLD FRONT MOVES SOUTH. THE SNOW COMBINED WITH HIGH WINDS PROMPTED ENVIRONMENT CANADA TO ISSUE SPECIAL WEATHER STATEMENTS, USUALING DRIVERS TO BE PREPARED FOR SUDDEN — URGING DRIVERS TO BE PREPARED FOR SUDDEN CHANGES IN ROAD CONDITIONS. A BIT OF GOOD NEWS, THOUGH. THE SNOW IS NOT EXPECTED TO STICK AROUND. LOOKS PRETTY, THOUGH. >>Mike: IT IS PRETTY. THE SNOW WHERE IT BELONGS, UP IN THE MOUNTAINS, NOT ON THE ROADS.>>Anita: SURE. >>Mike: RIGHT, BRETT?>>Brett: YOU HAVE GOT THAT RIGHT. >>Mike: HELP ME OUT. [ Laughter ]>>Brett: IT’S SOMETHING YOU LOVE TO ADMIRE FROM AFAR. IF I WAS DRIVING THROUGH THE MOUNTAIN PASSES, I WOULD BE FEELING DIFFERENTLY ABOUT THAT. OF COURSE, ACROSS HERE, IT HAS BEEN A RATHER CHILLY DAY. VANCOUVER ONLY TO ABOUT 12° TODAY. CURRENT TEMPERATURES ACROSS THE REGION ARE BELOW THAT 10° MARK. SO THAT IS INDICATIVE OF WHAT IS GOING TO BE HAPPENING OVER THE NEXT LITTLE WHILE. ON THE SATELLITE AND RADAR, THERE ISN’T A LOT GOING ON. A FEW SHOWERS THROUGH DELTA, TOWARD VANCOUVER ISLAND EARLIER ON IN THE DAY. BUT WE’RE REALLY GETTING INTO THIS CLEARING TREND NOW. SO ALL OF THOSE CLOUDS ARE GOING TO BE REPLACED BY RELATIVELY CLEAR SKIES AND THAT MEANS ONE THING: COOLER TEMPERATURES. HAVE A LOOK AT WHAT OUR LOW TEMPERATURES ARE GOING TO BE DOING THROUGHOUT THE OVERNIGHT PERIOD. FIRST OF ALL, TOWARD VANCOUVER, IF YOU ARE NEAR THE DOWNTOWN CORE, LOWS THERE ABOUT 4°. BUT DOWN HERE, IF YOU ARE SEEING WHAT I’M SEEING, THAT IS +1 AS THE OVERNIGHT LOW FOR SURREY. AND CERTAINLY 2° AROUND NEW WEST AND RICHMOND. THAT IS DEFINITELY A LOT CHILLIER THAN WE WOULD BE EXPECTING FOR THIS TIME OF YEAR. WHAT DOES THAT TRANSLATE INTO TOMORROW? ON THE PLUS SIDE, THIS IS GOING TO BE A DAY THAT THERE IS A LOT OF SUNSHINE IN THE FORECAST. SO IT IS GOING TO START OFF QUITE CHILLY. FIRST THING IN THE MORNING, PROBABLY AROUND 4° FOR MANY OF US. BUT BY THE TIME THAT WE GET INTO THE AFTERNOON, THAT SUN WILL BE IN FULL FORCE, BUT EXPECT OUR HIGHS TO ONLY BE AROUND 10°, AND MUCH THE SAME AS EXPECTED IN THE FORECAST AS WE HEAD TOWARDS THURSDAY. ANOTHER CLEAR NIGHT BY TOMORROW OVERNIGHT, AND THEN THAT IS GOING TO SET UP FOR YET ANOTHER SUNNY DAY AS WE GO TOWARD THE END OF THE WEEK.>>Anita: THANKS, BRETT. >>Brett: YOU ARE WELCOME.>>Mike: AND A REMINDER, YOU CAN WATCH THIS NEWSCAST AND OTHER CBC PROGRAMS WHEREVER YOU GO ON CBC GEM. BE SURE TO DOWNLOAD THE APP. IT’S FREE. >>Anita: IT IS FREE. AND CBC VANCOUVER IS ALSO ON FACEBOOK, YOUTUBE, AND INSTAGRAM. [♪♪♪]>>Mike: 14-YEAR-OLD HIGH SCHOOL STUDENT STABBED TO DEATH AT HIS ONTARIO SCHOOL. COMING UP, WHAT INVESTIGATORS ARE SAYING ABOUT FOUR OTHER TEENS WHO ARE NOW IN CUSTODY. [♪♪♪]>>Anita: THANKS SO MUCH FOR STAYING WITH US TONIGHT ONLINE DURING THE TV COMMERCIAL BREAK. OKAY, AMID THE JIBS AND ACCUSATIONS LAST NIGHT, PARTY LEADERS DID MAKE SOME CLAIMS. >>Mike: YEAH, WHEN THE POLITICAL PRESSURE IS AT ITS GREATEST, JUST HOW MUCH OF THE RHETORIC STANDS UP TO SCRUTINY? WELL, WE ASKED SHALLIMASHEV JSHG TO DO SOME FACT CHECKING. >>IN JUST FOUR YEARS, WE HAVE REACHED THREE QUARTERS OF THE WAY TO OUR 2030 TARGETS, WHICH WE WILL MEET AND SURPASS.>>Reporter: THE LATEST REPORT FROM ENVIRONMENT CANADA SHOWS CANADA IS SHY OF THREE QUARTERS OF THE WAY TO OUR PARIS TARGETS. 79 MEGA-TONNES SHORT PLUS THOSE CALCULATIONS INCLUDE BOTH POLICY AND PROJECTIONS. THE LIBERALS HAVE ANNOUNCED MORE MEASURES THIS ELECTION, AGAIN WITHOUT A DETAILED BREAKDOWN ON HOW MANY MEGA-TONNES THEY WOULD CUT. TRUDEAU CALLS THE PLAN AMBITIOUS BUT DOABLE. IT’S THE DOABLE THAT IS AN OPEN QUESTION. >>BELIEVES THAT THEY ARE GOING TO BE BETTER OFF WITH A CARBON TAX. YOU HAVE GIVEN A MASSIVE EXEMPTION TO THE COUNTRIES’ LARGEST POLLUTERS, AND YOUR PLAN IS ALREADY FAILING.>>Reporter: ANDREW SCHEER IS IGNORING THE REBATES CANADIANS RECEIVE WHEN THEY FILE THEIR TAX RETURNS. TO OFFSET THE HIGHER PRICE AT THE PUMPS AND ELSEWHERE. IN THE PROVINCES WHERE THE FEDERAL CARBON TAX APPLIES. AS FOR EXEMPTIONS, THERE ARE LARGER THRESHOLDS FOR SOME INDUSTRIES SO THEY CAN STAY COMPETITIVE ABROAD BUT THOSE EMITTERS WILL STAY PAY FOR WHATEVER THEY EMIT ABOVE THAT SET THRESHOLD. >>WE LOOK AT THE TRACK RECORD OF THIS GOVERNMENT. IN REALITY, STATISTICS CANADA POINTS OUT IN 2017 THE WEALTHIEST ACTUALLY PAID LESS IN TAX AND GAINED MORE IN WEALTH.>>Reporter: IT’S TRUE STATSCAN SHOWS THE TAKES RATE FOR THAT GROUP WENT DOWN SLIGHTLY FROM 2016 TO 2017 BY LESS THAN HALF A PERCENT. BUT THAT’S NOT ON THE FEDERAL GOVERNMENT LED BY JUSTIN TRUDEAU WHO CHANGED THE TAX RATE WHEN HE FIRST CAME INTO OFFICE. IT WAS BECAUSE OF LOWER PROVINCIAL TAX RATES. CBC NEWS, OTTAWA. >>Mike: HERE’S AN ONLINE RESOURCE THAT WILL GIVE YOU MORE ABOUT WHERE THE PARTIES ACTUALLY STAND ON A RANGE OF ISSUES. >>Anita: IT’S OUR CBC NEWS POLICY TRACKER. HEAD ONLINE TO cbcnews.ca/PARTY PLATFORMS.>>Mike: AND STAY WITH US. WE’RE GOING TO HAVE THE LATEST ON WHAT’S MAKING HEADLINES ELSEWHERE IN THE COUNTRY IN JUST A COUPLE OF SECONDS. [♪♪♪]>>Mike: 14-YEAR-OLD BOY IS DEAD AFTER A STABBING OUTSIDE A HAMILTON, ONTARIO, HIGH SCHOOL.>>Anita: FOUR TEENS ARE FACING FIRST-DEGREE MURDER CHARGES, AND AS LORENDA REDDEKOPP TELLS US, PEOPLE WHO KNEW THE YOUNG VICTIM ARE SAYING HIS MURDER STEMMED FROM A CASE OF BULLYING.>>Reporter: CLASSES CONTINUED TODAY A DAY AFTER 14-YEAR-OLD DEVAN SELVEY WAS STABBED AND KILLED. >>IN TEARS. SHE SAID WE WORKED SO HARD TO CREATE A POSITIVE CULTURE. >>WHEN I FOUND OUT I ALMOST CRIED IN FRONT OF MY MOM. HE WAS A FUN KID TO HANG AROUND.>>Reporter: IT HAPPENED AT 1:30 IN THE AFTERNOON BEHIND THE SCHOOL. HIS MOTHER WAS WITH HIM.>>SHE WAS SCREAMING. I TALKED TO MY NEIGHBOUR AND HE GOES, SHE WAS JUST SCREAMING, SCREAMING. HE DIDN’T KNOW WHAT THE HECK WAS GOING ON. >>Reporter: THIS NEIGHBOUR HEARD SIRENS, HEADED OUTSIDE, AND SAW SELVEY TAKEN AWAY IN THE AMBULANCE. SHE ALSO SAW YOUNG PEOPLE RUNNING FROM THE SCENE.>>I CAN’T EVEN CONCENTRATE ON WATCHING — DOING ANYTHING ON MY iPAD OR MY COMPUTER. I JUST CAN’T. IT’S JUST — I’M JUST VERY UPSET. YOU KNOW? SO I JUST — A TERRIBLE THING HAPPENED. >>Reporter: CANDICE BREN’S NIECE WAS BEST FRIENDS WITH SELVEY’S GIRLFRIEND. >>THAT WAS THE LOVE OF HER LIFE. >>Reporter: POLICE SAY THEY ARE LOOKING INTO BULLYING. >>FIRST WEEK OF SCHOOL, THEY JUMPED HIM. TRIED TO STEAL HIS BIKE. >>Reporter: TWO TEENS, 14 AND 18 YEARS OLD, ARE CHARGED WITH FIRST-DEGREE MURDER AND APPEARED IN COURT TODAY. WHILE THE OLDER TEEN IS LEGALLY AN ADULT, HIS NAME IS PROTECTED BY A PUBLICATION BAN. TWO OTHERS, BOTH 16, A GIRL AND A BOY, ARE STILL BEING QUESTIONED BY POLICE. THEY SAY THE ATTACK WAS RECORDED BY BYSTANDERS ON CELLPHONES. >>I DO ENCOURAGE PEOPLE THAT MAY BE IN POSSESSION OF ANY TYPE OF VIDEO TO PLEASE CONTACT US, TO REACH OUT TO US SO THAT WE CAN BE PROVIDED WITH THAT — WITH THAT VIDEO EVIDENCE. I WOULD DISCOURAGE ANYBODY FROM PASSING THAT INFORMATION ALONG THROUGH SOCIAL MEDIA OR ANY OTHER CONTEXT, BECAUSE IT COULD BE EVIDENCE. >>Reporter: A VIGIL IS BEING HELD OUTSIDE THE SCHOOL TOMORROW. THEN ON THURSDAY, THE SCHOOL FOOTBALL GAME WILL HONOUR ANTI-BULLYING WITH FUNDS COLLECTED FOR SELVEY’S FAMILY FOR FUNERAL COSTS. HIS SISTER HAS SET UP A GOFUNDME PAGE. SHE TELLS CBC THAT HER BROTHER DIDN’T NEED TO LOSE HIS LIFE THIS WAY. LORENDA REDDEKOPP, CBC NEWS, HAMILTON.>>Anita: IT WAS SUPPOSED TO BE ROUTINE DENTAL SURGERY BUT INSTEAD 5-YEAR-OLD AUTUMN FERGUSON ALMOST DIED. >>Mike: MORE ON WHAT WENT WRONG AND THE CLINIC’S CANDID PHONE CALL WITH THE GIRL’S PARENTS.>>Reporter: STUCK INSIDE HER HOUSE, 5-YEAR-OLD AUTUMN FERGUSON IS IN ISOLATION WHILE SHE AWAITS SURGERY TO REPAIR HER THROAT. SEVEN WEEKS AGO, THE LITTLE GIRL WENT TO A DENTAL CLINIC TO GET SOME TEETH PULLED AND LEFT IN AN AMBULANCE ON LIFE SUPPORT.>>SHE WAS TOUCH AND GO. SO IT WAS SUBSTANTIAL ENOUGH THAT WE ALMOST LOST HER. WE DIDN’T KNOW IF SHE WAS GOING TO BE BRAIN DEAD OR NOT. >>I WAS IN SHOCK. I DIDN’T BREAK DOWN. JUST IN SHOCK. >>Reporter: AUTUMN WAS PUT UNDER GENERAL ANAESTHESIA AT THIS PRIVATE DENTAL CLINIC FOR CHILDREN. OXYGEN WAS BLASTED DIRECTLY INTO HER BREATHING TUBE AFTER THE SURGERY IN THE RECOVERY ROOM. >>CAUSED HER LUNGS TO ACT LIKE A BALLOON. INFLATED AND POPPED. >>Reporter: IN A RECORDER PHONE CONVERSATION, AN ANAESTHESIAOLOGIST FROM THE CLINIC, WHO INVESTIGATED WHAT WENT WRONG, APOLOGIZED TO AUTUMN’S FATHER. >>FROM OUR STANDPOINT, THERE WAS A MISTAKE MADE. YOU KNOW, IT WAS A PRETTY SCARY SITUATION FOR ABOUT TWO MINUTES IN THE RECOVERY ROOM WHEN THIS FIRST HAPPENED. ONCE WE TOOK HER BACK INTO THE OPERATING ROOM AND SHE STABILIZED VERY, VERY, VERY QUICKLY. >>Reporter: THAT WASN’T THE CASE FOR THIS EDMONTON GIRL THREE YEARS AGO. SHE SUFFERED BRAIN DAMAGE UNDER GENERAL ANAESTHESIA AT A CLINIC.>>I DON’T THINK THIS IS A QUESTION OF WHETHER THE EVENT OCCURRED IN HOSPITAL OR OUT OF HOSPITAL. >>Reporter: THIS DENTAL ANAESTHESIAOLOGIST AND DENTISTRY PROFESSOR SAYS HUMAN ERRORS CAN HAPPEN ANYWHERE BUT THE STUDIES IN ONTARIO SHOW THE ODDS OF SERIOUS INJURY DURING DEEP SEDATION IN A DENTAL CLINIC ARE ABOUT 1 IN 4 MILLION. >>THESE ARE VERY RARE EVENTS AND THE PUBLIC SHOULD REALLY BE REASSURED. THERE IS A LOT OF GREAT CARE HAPPENING IN OUT-OF-HOSPITAL ENVIRONMENTS.>>Reporter: WITH NO SET DATE FOR AUTUMN’S THROAT SURGERY, THE LITTLE GIRL MUST STAY AT HOME, DESPERATELY WISHING SHE COULD START KINDERGARTEN. BONNIE ALLEN, CBC NEWS, REGINA. [♪♪♪]>>Anita: WELL, HOW DID LAST NIGHT’S DEBATE PLAY WITH VOTERS? AFTER THE BREAK, WE HEAD TO ONE OF BC’S SWING RIDINGS TO FIND OUT. [♪♪♪]>>WEDNESDAY ON “THE EARLY EDITION,” WE’LL LOOK AT THE FEDERAL RIDING OF VICTORIA WITH THE DEPARTURE OF MURRAY RANKIN, THE GREENS ARE HOPING TO PICK UP A SEAT. OUR REPO [♪♪♪]>>AND HERE ARE SOME OF THE STORIES WE’RE FOLLOWING TONIGHT ON CBC VANCOUVER NEWS? >>MY GOD. JUST WHEN WE THOUGHT, YOU KNOW, THIS WAS A NEW START, NOW WE HAVE GOT TO DEAL WITH THIS. >>Anita: A LEGAL BATTLE HAS ERUPTED AFTER THE SALE OF A NEW CONDO IN NEW WESTMINSTER. IT ALL STARTED WITH A $20,000 TYPO. THE SELLERS ARE BEING SUED BY THEIR NOTARY PUBLIC, WHO ALLEGES THEY WON’T REPAY AN OVERPAYMENT ERROR.>>Mike: ALSO, THE MAN ON TRIAL FOR THE MURDER OF 13-YEAR-OLD LATISHA REIMER IN 2016 AT A SCHOOL WAS ASSESSED AND RELEASED FROM HOSPITAL JUST TWO DAYS BEFORE THE KILLING. GABRIEL KLEIN’S LAWYER IS RAISING QUESTIONS ABOUT WHY HIS CLIENT WAS RELEASED IN THE FIRST PLACE. KLEIN HAS ADMITTED TO STABBING THE TEEN AND HER FRIEND BUT HIS LAWYER IS ARGUING HE SHOULD BE FOUND NOT CRIMINALLY RESPONSIBLE. >>I WOULD LOOK TO SEE IF ANYBODY WAS DEAD IN THE VEHICLE. THE AIRBAGS WERE BLOWN. I JUST — STARTLED. >>Anita: FOUR PEOPLE WERE SENT TO HOSPITAL AFTER A CAR TRYING TO PARK ON HORNBY STREET IN VANCOUVER SUDDENLY JUMPED THE BIKE LANE. THE CAR HIT SOME PEDESTRIANS AS IT FLIPPED AND LANDED UPSIDE DOWN ON THE SIDEWALK IN FRONT OF A FEDERAL IMMIGRATION OFFICE. [♪♪♪]>>WELL, I AM A LITTLE BIT UNDECIDED. I WAS IMPRESSED WITH JAGMEET SINGH. VERY IMPRESSED WITH HOW HE STATUTE OUT.>>STILL UNDECIDED, FOR SURE. DO A BIT MORE RESEARCH, FOR SURE. YEAH, IT WAS — IT WAS SOMEWHAT INFORMATIVE.>>I’M GOING TO SAY DESIGNEDED. IT DIDN’T REALLY SHINE A LIGHT ON THE DIRECTION I’M GOING TO GO. ONE OF THE REASONS I DIDN’T WATCH IS BECAUSE I DON’T — I DON’T LIKE THE OVERTALKING AND THE SHOUTING. >>IF IT WASN’T MY DUTY TO VOTE, I WOULD HAVE JUST SAID TO HELL WITH ALL OF YOU. [ Laughter ]>>IT DIDN’T HELP IN THE LEAST BECAUSE FROM WHAT I SAW, THEY ARE JUST SNIPING AT ONE ANOTHER. NOTHING CONCRETE. NOTHING CONSTRUCTIVE. SO IT WAS — IT WAS A WASTE OF MY TIME.>>OH, VERY CONFIDENT. NO MATTER WHO WINS THAT THEY ARE ALL HONEST PEOPLE. VERY FORTUNATE THAT WAY. UNLIKE OTHER NEARBY COUNTRIES.>>Mike: SMALL SAMPLING OF REACTION IN VANCOUVER AFTER LAST NIGHT’S FEDERAL LEADERS’ DEBATE. MANY PEOPLE, AS YOU HEARD, STILL UNDECIDED ON WHO THEY’LL VOTE FOR. >>Anita: AND THAT’S THE SITUATION IN THE SWING RIDING OF STEVESTON RICHMOND EAST. OUR TINA LOVGREEN WENT TO SEE IF THE DEBATE CHANGED THEIR MINDS. >>Reporter: SHE GREW UP HERE ALONGSIDE HER MOTHER, JANET. >>I HAVE BEEN HELPING OUT FROM WHEN I WAS A LITTLE KID HERE AND THERE. >>Reporter: LAST NIGHT IT WAS WHERE THEY WATCHED THE DEBATE TOGETHER. >>A LOT OF TARGETING AGAINST PEOPLE, RIGHT? AND I JUST — YOU GET KIND OF ANNOYED AND YOU ARE LIKE — >>YEAH, THEY ASKED ANDREW SCHEER ABOUT CLIMATE CHANGE AND HE BROUGHT UP TRUDEAU’S BLACKFACE ISSUE. IT WAS LIKE THAT MAKES NO SENSE TO ME.>>Reporter: KAITLIN IS A FIRST-TIME VOTER.>>WE NEED TO GET RID OF FOSSIL FUELS. >>Reporter: YESTERDAY’S DEBATE CONVINCED HER TO VOTE GREEN. BUT MOM ON THE OTHER HAND IS STILL UNDECIDED. >>GOING TO GO TRUDEAU. AGAIN. EVEN THOUGH I DON’T LOVE EVERYTHING HE DID. HE DID DO SOME GOOD THINGS, RIGHT? BUT THE WHOLE ARGUMENT SAYING — LAST NIGHT WAS TOO MUCH.>>Reporter: IN THE LAST ELECTION, THE RIDING WENT TO THE LIBERALS. BUT THIS TIME AROUND, THERE ARE LOTS OF UNDECIDED VOTERS. >>DO YOU KNOW WHO YOU ARE GOING TO VOTE FOR THIS ELECTION?>>I HAVEN’T DECIDED YET. >>Reporter: JACK LU GREW UP HERE. THE ISSUES FOR HIM: TAXES AND HEALTH CARE. IN THIS PRETTY RIDING, THOSE ARE THE TYPES OF ISSUES THAT ARE TOP OF MIND.>>TELL ME WHAT YOU WISH YOU HAD SEEN IN THE DEBATE LAST NIGHT. >>IT’S ABOUT THE SENIORS, BECAUSE OUR SENIORS AND I NOTICED IT’S — THEY ARE BEING NEGLECTED.>>Reporter: WHILE OTHERS DECIDED NOT TO TUNE IN. >>I KNOW ALL THEY ARE GOING TO DO IS BICKER AND FIGHT AND CALL EACH OTHER NAMES. AND I REALLY JUST WANT TO KNOW WHAT THEIR PLATFORM IS AND THEN I WANT THEM TO SHUT UP.>>Reporter: AND FOR THOSE WHO WATCHED, IF LAST NIGHT’S DEBATE DIDN’T SWAY THEM …>>FIGURE IT OUT PROBABLY THE MOMENT I GET IN THERE. >>Reporter: THEY HAVE LESS THAN TWO WEEKS TO DECIDE. TINA LOVGREEN, CBC NEWS, RICHMOND, BC.>>Anita: ONE OF THE BIG ISSUES IN LAST NIGHT’S DEBATE WAS QUEBEC’S CONTROVERSIAL BILL 21: WHETHER OR NOT THEY WOULD CHANG CHALLENGE IT. BOTH WHERE IT’S POPULAR AND WHERE IT’S NOT. >>Mike: AS KATIE SIMPSON EXPLAINS, THAT MEANS WITH LESS THAN TWO WEEKS TO GO, SOME ARE STILL CLARIFYING THEIR POSITIONS. [ Cheering ]>>Mike: JAGMEET SINGH IS FEELING PRETTY CONFIDENT TODAY. AFTER HIS ENGLISH DEBATE PERFORMANCE, HE MET WITH STUDENTS AND SUPPORTERS IN TORONTO.>>WON THE DEBATE. >>THANK YOU. APPRECIATE IT. >>Reporter: SINGH IS STILL FACING QUESTIONS AROUND AN ISSUE THAT’S LOOMED OVER THIS CAMPAIGN. QUEBEC’S POPULAR SECULARISM LAW.>>I DON’T BELIEVE IN INTERFERING WITH COURT DECISIONS RIGHT NOW. >>Reporter: SINGH HAD TO CLARIFY A COMMENT HE MADE LAST NIGHT, SUGGESTING HE IS OPEN FO THE IDEA OF JOINING A LEGAL CHALLENGE AGAINST BILL 21, WHICH BANS SOME PUBLIC SERVANTS FROM WEARING RELIGIOUS SYMBOLS AT WORK INCLUDING A TURBAN.>>AT SOME POINT IF THIS GETS TO THE SUPREME COURT, OF COURSE, ANY PRIME MINISTER LEGALLY WOULD HAVE TO TAKE A LOOK AT IT. >>Reporter: SINGH HAS NEVER BEEN THAT SPECIFIC ABOUT THE POSSIBILITY OF INTERVENING BEFORE. A SHIFT THAT CAME AFTER A POINTED ATTACK FROM LIBERAL LEADER JUSTIN TRUDEAU. >>BUT I AM THE ONLY ONE ON THE STAGE WHO HAS SAID, YES, A FEDERAL GOVERNMENT MIGHT HAVE TO INTERVENE ON THIS. >>YOU KNOW, FOR JUSTIN TRUDEAU TO GO AFTER JAGMEET SINGH IN LAST NIGHT’S DEBATE AND ACTUALLY ACCUSE HIM OF NOT STANDING UP OR DOING ENOUGH AGAINST RACISM IS JUST A BIT TOO RICH. >>Reporter: THE IRONY OF A WHITE MAN WITH A HISTORY OF WEARING BLACKFACE CHALLENGING A VISIBLE MINORITY ON A RACE ISSUE WAS NOT LOST ON SINGH. >>I DON’T TAKE LESSONS FROM SOMEONE WHO HAS A TRACK RECORD LIKE Mr. TRUDEAU WITH FIGHTING DISCRIMINATION. >>Reporter: HE SAID FOR NOW HE WILL FOCUS ON FIGHTING THE POLICY BY PERSONALLY TRYING TO CHANGE HEARTS AND MINDS IN QUEBEC. >>I GET A CHANCE TO SAY, HEY, DO YOU THINK THIS MAKES SENSE? I GOT A BEARD AND A TURBAN BUT I’M FIGHTING FOR THE RIGHT FOR WOMEN TO CHOOSE, FOR PEOPLE TO CHOOSE AND YOU HAVE GOT Mr. SCHEER, WHO IS FIGHTING AGAINST THAT. MAYBE IT DOESN’T MAKE SENSE. I’M CONFIDENT PEOPLE WILL EVENTUALLY SEE THAT MAYBE THEIR STRATEGY IS NOT WORKING. >>REPORTER: THE FACT THAT TRUDEAU WENT AFTER SINGH SO DIRECTLY COULD BE A SIGN THE LIBERALS ARE WORRIED ABOUT THE NDP REGAINING PROGRESSIVE VOTES OUTSIDE OF QUEBEC. KATIE SIMPSON, CBC NEWS, OTTAWA. [♪♪♪]>>Mike: COMING UP ON 6:33. THERE IS A LIVE SHOT AT THE TOP OF THE SASQUATCH RESORT. USED TO BE CALLED HEMLOCK. A BIT OF SNOW HAS DUSTED THE TOP THERE. WE HAVE GOT A BIT OF EVERYTHING ON THE SOUTH COAST TODAY. WE’LL SEE WHAT BRETT HAS IN THE LINE-UP FOR THE NEXT FEW DAYS. HIS FORECAST JUST AHEAD. [♪♪♪]>>Anita: A SUPER TYPHOON HAS LEFT THE ISLAND OF GUAM REELING. TORRENTIAL RAINS AND WINDS OVER 200 KILOMETRES AN HOUR POUNDED THE ISLAND OVERNIGHT. MANY LIVING THERE HAD TO GO TO EMERGENCY SHELTERS. THE STORM SURGES HAVE LED TO FEARS OF LIFE-THREATENING FLOODING. THIS TROPICAL CYCLONE APPEARS TO BE HEADING TOWARD JAPAN NEXT.>>Mike: GUAM, A U.S. PROTECTATE. NOT A GOOD SITUATION. >>Brett: POWERFUL IS AN UNDERSTATEMENT RIGHT NOW. THIS IS THE MOST POWERFUL STORM ON THE PLANET. FOR SCALE, THIS WOULD BE GUAM DOWN HERE AT THE VERY BOTTOM. THESE ARE THE NORTHERN MARIANIA ISLANDS. THIS IS A SUPERTYPHOON, OCCURRING AS SOON AS A TYPHOON WOULD REACH THE EQUIVALENT OF A CATEGORY 4 OR CATEGORY 5 HURRICANE HERE IN THE ATLANTIC BASIN. BUT CERTAINLY ALL EYES ARE GOING TO BE ON JAPAN. THIS IS THE FORECAST TRACK. OVER THE NEXT 12 HOURS, IT IS EXPECTED TO INTENSIFY TO SUSTAINED WINDS AT 270 KILOMETRES AN HOUR. WELL BEYOND THE MAXIMUM THRESHOLD FOR A CATEGORY 5 STORM. AND THIS IS WHAT WE’RE CONCERNED ABOUT RIGHT NOW. IF THIS CURVES TOWARDS JAPAN RIGHT NOW, IT COULD BE MAKING LANDFALL AS A 1 OR 2 EQUIVALENT, TOWARD TOKYO BY THE END OF THE WEEK. IT HAS THE POTENTIAL TO THEN IMPACT OUR AT WEATHER HERE ON THE OTHER SIDE OF THE PACIFIC. IN THE MEANWHILE, OUR STORY REALLY IS ONE OF COLD TEMPERATURES AND RELATIVELY CLEAR SKIES. WE HAVE HAD A VERY STRONG ARCTIC FRONT GO THROUGH. AND THAT WAS FOR THE YUKON. THAT WAS FOR THE NORTHWEST TERRITORIES, BC, AND ALBERTA, AND NOW IN ITS PLACE, WE HAVE A NICE STRONG AREA OF HIGH PRESSURE. THIS MEANS LOTS OF SUNNY SKIES TO BE EXPECTED OVER THE NEXT FEW DAYS. IT’S GOING TO BE KEEPING ALL OF THIS RAIN AT BAY. IT’S GOING TO BE HEADED TOWARD HAIDA GWAII AND THE NORTH AND CENTRAL COAST BY FRIDAY.
