WAS BUDGET FAILURE THE VICTORY ALL ALONG?>>NO, THAT IS PURE OF OBSTRUCTION IS SOME. THE GOAL WAS TO BEGIN THE CONVERSATION TWO WEEKS AGO SO THAT WE CAN FIND A PLACE WHERE WE CAN FIND COMMON AGREEMENT WITHIN THE PARTY. SOME OF US HAVE A 10.5 PERCENT INCREASE PROPOSED BY HOUSE FINANCE IN TERMS OF GROWTH OF STATE SPENDING, THE MONEY THAT COMES OUT OF THE POCKETBOOKS OF THE TAXPAYERS WAS TOO MUCH.>>YOU WANTED TO PEG STATE SPENDING TO THE RATE OF INFLATION.>>I WANT TO BE CAREFUL WE NOT USE WASHINGTON SPEAK. CHANGES TO REDUCTIONS, IT WAS AN INCREASE IN SPENDING. WE SAID 3% INCREASE IN SPENDING WAS A GOOD NUMBER. THE HOUSE FINANCE CAME UP WITH 10.5%. THERE WERE NO CUTS OR DEPARTMENTS BEING CUT, WE WERE JUST TRYING TO REDUCE THE RATE OF GROWTH.>>IN REALITY, NO ONE IN CONCORD IS TALKING ABOUT REDUCING THE BUDGET. WE ARE DISAGREEING ABOUT HOW MUCH TO INCREASE.>>THE SPEAKER HAD SOME HARSH WORDS FOR THE FREEDOM CAUCUS ON THURSDAY CALLING YOU “DISCONNECTED FROM YOUR CONSTITUENTS AND DISCONNECTED FROM THE FACTS.” LET’S LISTEN TO WHAT HE HAD TO SAY ABOUT THE DIFFERENCES BETWEEN MAINSTREAM REPUBLICANS AND LIBERTY REPUBLICANS.>>THEY BELIEVE THE PEOPLE OF THE STATE DO NOT WANT GOVERNMENT , DO NOT WANT US TO DO THE THINGS WE DO NOW. I THINK CLEARLY THE HISTORY OF WHAT HAPPENED TO US IN 2012 AND SUBSEQUENT ELECTIONS AND WHAT GOES ON WITH LOCAL ELECTIONS SHOW PEOPLE OF THE STATE ARE CONSERVATIVE, BUT THEY CARE ABOUT THEIR FELLOW CITIZEN. THEY DON’T JUST CARE ABOUT NUMBERS. THEY DON’T JUST CARE ABOUT ARBITRARY THINGS. THEY WANT TO MAKE SURE THE PEOPLE OF THIS STATE WHO ARE LESS FORTUNATE THAN THEY ARE GET THE SERVICES THAT THEY NEED. THEY CARE CHILDREN,WANT TO WELL BY EACH OTHER. AND CERTAINLY A LARGE FACTION OF THIS GROUP ONLY FOCUSES ON THE FACT THAT GOVERNMENT REALLY SHOULD BE MUCH SMALLER THAN IT IS REGARDLESS OF THE CONSEQUENCES THAT HAS ON THEIR FOLLOW MAN.>>HE IS ESSENTIALLY SAYING YOU GUYS DON’T CARE ABOUT YOUR FELLOW MAN.>>I HEAR THAT STATEMENT. FIRST, I WOULD LIKE TO ADDRESS THE POINT THAT WE ARE DISCONNECTED FROM OUR CONSTITUENTS. FOR SPEAKER JASPER TO INSERT HIMSELF IN OUR RELATIONSHIP WITH OUR CONSTITUENTS AND SAY THAT HE IS THE GRAND ARBITER OF THAT RELATIONSHIP, I TAKE OFFENSE TO THAT PERSONALLY. SERIOUSLY. AND ALSO, HE MAKES A POINT THAT WE DON’T CARE ABOUT OUR FELLOW MAN. USING TAXPAYER MONEY TO SOLVE PROBLEMS ISN’T THE ONLY WAY TO DO THINGS. GOVERNMENT IS THE SOLUTION FOR EVERYTHING. WHAT WE ARE TRYING TO POINT OUT IS LIMITED GOVERNMENT, KEEPING GOVERNMENT IN ITS PROPER ROLE MAKES MORE PROSPEROUS AND BETTER SOCIETY FOR EVERYONE, AND THAT IS THE POINT OF HAVING AN ACCOUNTABLE, TRANSPARENT GOVERNMENT THAT SERVES THE NEEDS AND IS A BLOATED.>>YOUR REACTION?>>TWO THINGS. EXPANDED MEDICAID, THE DERRY BILL, JUST THROWING MONEY AT CAUSES IS NOT A SOLUTION. THERE ARE OTHER MEANS TO DO THIS, CHARITY, RIGHT WHERE WE PERSON GET INVOLVED IN THE LIVES OF OTHERS AND GIVE MONEY OUT OF OUR OWN POCKETS. THAT IS NOT COMPELLING OUR NEIGHBORS TO GET TO A CAUSE TO THE MEANS OF GOVERNMENT, BUT WE DO THIS BECAUSE WE ARE GETTING OUT OUR OWN CHECKBOOKS AND WRITING MONEY AND MAKING CHECKS TO VARIOUS NONPROFITS BECAUSE WE CARE ABOUT PEOPLE. THAT IS AN IMPORTANT DISTINCTION BETWEEN THE TWO, USING GOVERNMENT TO COMPEL SOMEBODY TO GIVE MONEY VERSUS JUST DONATING.>>IS HARD TO SEE HOW CHARITY CAN FILL THE GAP OF WHAT HSS DOES.>>THERE IS A ROLE FOR GOVERNMENT. WE ARE SAYING WE NEED TO MAKE SURE WE DON’T GROW GOVERNMENT SO FAST THAT THE CITIZENS ON FIXED INCOME CAN AFFORD GOVERNMENT ANYMORE. WE ARE SEEING CASES WHERE PEOPLE ARE LOSING THEIR HOMES. JUS’S PAST WEEK, SOMEBODY’S HOUSE WENT UP FOR AUCTION, AND THAT IS REALLY SAD WHEN THEY CANNOT STAY IN THEIR HOME AND THEY ARE IN THEIR 80’S.>>THERE IS BACK CHANNEL CHATTER ABOUT VACATING THE CHAIR, ESSENTIALLY OVERTHROWING THE SPEAKER. I COUNTED 40 AT THAT POINT, BUT CLEARLY WE WERE ABOVE THE 60, 66 ON HB ONE, SO AT THAT POINT WE SHOULD HAVE STARTED TO HAVE A CONVERSATION AND NOT LET THE TRADE RUN OFF THE TRACKS. I WAS WILLING TO MAKE MYSELF AVAILABLE TO THE SPEAKER TO TALK TO HIM AND BE AVAILABLE TO HELP. WE OFFERED A HUGE SET OF AMENDMENTS. 200 PAGES WORTH OF AMENDMENTS IN THE LAST 24 HOURS PRIOR TO WHAT HAPPENED ON THURSDAY. WE WERE WORKING OUR BEST TO COME TO THE MIDDLE GROUND. WHAT WE FELT WAS 10.5% WAS JUST AN UNACCEPTABLE AMOUNT IN TERMS OF GROWTH.>>DO FEEL HE SHOULD NOT BE THE SPEAKER ANYMORE?>>I WOULD SUPPORT A SPEAKER WHO IS WILLING TO MEND THE FRACTURED PORTIONS OF THE CAUCUS. I DON’T KNOW THAT OVERTHROWING THE CURRENT ONE IS THE BEST PROCESS FORWARD. I THINK THERE ARE OTHER PEOPLE WHO SHOULD BE AN CAR BEING THE NEGOTIATORS MOVING FORWARD BECAUSE THERE ARE STRONG PERSONALITIES DRIVING THESE ISSUES AS OPPOSED TO SITTING AT THE TABLE AS ADULTS AND ACTUALLY WORKING THIS OUT. I THINK CLOSING OUR HOUSE MEETING YESTERDAY 30 MINS INTO IT AFTER PEOPLE DROVE OURS TO BE THERE AND WE SPENT TENS OF THOUSANDS OF DOLLARS AND MILEAGE WAS JUST AN ACCEPTABLE SOLUTION.>>WHAT IS THE LONG-TERM GOAL? IT’S HARD TO SEE HOW YOU HAVE ENOUGH VOTES TO GET TO 3%, SO THERE HAS TO BE SOME COMPROMISE. YOU WOULD ESSENTIALLY DRAW THE LINE IN THE SAND AND SAY NO MEANS NO. IS THERE A POINT WHERE YOU STEP DOWN FROM THE OBSTRUCTIONISM AND ACCEPT A BUDGET THAT DOES NOT QUITE DO WHAT YOU WANTED TO DO?>>YOU MENTIONED THAT WE WERE LEADERS OF A GROUP. THERE ARE NO LEADERS IN THIS GROUP. THIS IS A GROUP OF LIKE-MINDED SINCERE INDIVIDUALS, AND INDEPENDENT THINKERS, SO YOU CAN’T NEGOTIATE WITH A LEADER AND THAT — WE NEED CONSENSUS WITHIN THE GROUP SO THAT THE VOTES ARE THERE.>>YOU HEARD IN THE NEWS WHERE JASPER IS TALKING ABOUT 32 PEOPLE OPPOSING HOUSE BUILD — HOUSE BILL TWO. THAT WAS A LITTLE BIT OF A STRANGE MOVE. I GOT UP TO TABLE IT FOR A MINUTE SO WE COULD FINISH DISCUSSIONS ON HOUSE BILL ONE.
